Invitation to Tender
Evaluation, Permission to Play
Yorkshire Sound Women Network
Tender: Evaluation, Permission to Play programme
Contract: 30 days between July 2021 – April 2023
Fee: £8,000 inclusive of VAT
Reports to: Development Manager
Location: Home-based, with potentially some travel to YSWN-affiliated group events
Yorkshire Sound Women Network is seeking an experienced freelance Evaluator or company to work with us on measuring the impact of our Permission to Play programme.
The Permission to Play programme is for women and people of marginalised genders across Yorkshire and will improve access to music technology through activities such as hands-on workshops, skill-sharing, artistic collaborations, seminars and peer networking and support. This contract is funded by Paul Hamlyn Foundation.
Permission to Play seeks to empower the development of new and existing YSWN-affiliated regional groups, providing opportunities to inspire, grow and sustain music technology skills and creative opportunities in the context of the coronavirus pandemic. Affiliated regional groups share YSWN’s mission and values and organise their own activities at a local level. You can read more about existing YSWN-affiliated regional groups based in and beyond Yorkshire: https://yorkshiresoundwomen.com/groups/.
We are keen to capture and understand the impact that engaging in the programme has for individual participants in terms of their skills confidence, sense of community, and creativity; for YSWN-affiliated regional groups in terms of their reach and sustainability, for YSWN itself as an organisation and for the wider music industry in terms of increased gender diversity and inclusion.
The Evaluator will work with YSWN to agree and enact an evaluation plan for the programme using various data collection methods to measure progress against YSWN’s projected programme outcomes. They will work with the project team to collect data from a range of sources before compiling and analysing information to produce interim and final evaluation reports, and finally sharing evidence and learning from the programme with the wider cultural sector.
The evaluation questions we are interested in exploring through this programme include: How effective are feminist sound collectives in supporting women and people of minority genders to access new creative opportunities using music technology? Can online solutions increase their participation in sound and music technology? And: How can we most effectively support women and people of minority genders already working in sound?
We are interested to hear from candidates or companies who are experienced in evaluating arts-based initiatives, can demonstrate a rigorous and ethical approach with a strong commitment to equality and diversity, have excellent communication and report-writing skills and can share recommendations and learning effectively with a wide range of stakeholders.
YSWN enables the artistic and technical development of women and people of minority genders through access to resources, skills-sharing, and creative opportunities. Our work has two key areas: education and community activities that inspire and enable women and girls to explore music technology, and industry-facing advocacy activities. For more information about the organisation see our most recent Annual Review: https://yorkshiresoundwomen.com/news/read-our-2019-20-annual-review/
YSWN welcomes applications from people of all backgrounds, age groups and cultures, particularly people of colour and those living with disabilities, and is committed to promoting and increasing diversity within the organisation’s governance, workforce and beneficiaries. The Evaluator will be engaged on the basis that they have the status of a self-employed person and are responsible for all their own tax liabilities and National Insurance or similar contributions, or, that they are a registered company. Candidates will also need to provide evidence that they are eligible to work in the U.K.
